DOWNTOWN — For the first time, David Bull's fine dining restaurant Congress will offer an a la carte menu in addition to their prix fixe options. According to a press release, the special summer menu will highlight lighter flavors and preparations, like an arugula salad with burrata and a fava bean risotto as part of an expanded pasta program.
