In the almost two and a half years since Mike Sutter became the restaurant critic for the Statesman, he has never given a perfect, five-star review. Until today: David Bull's Congress is officially Sutter's first five-star restaurant. Which, as Sutter notes, is one star more than he gave Uchi, Uchiko and the Carillon. Why?
